PHILIPPINES: The UPLIFT program — Unified Package for Livelihoods, Industry, Food, and Transport — is the Philippine government’s direct response to the energy crisis that drove up prices in early 2026. Created under Executive Order No. 110 and implemented by the Department of Social Welfare and Development (DSWD), it distributes a ₱2,000 cash grant to around 7.5 million low-income households to cushion the impact of rising fuel and food costs.
Qualified Group 2 beneficiaries receive this grant by registering their bank or e-wallet account through the UPLIFT G2P Portal, DSWD’s official digital payout platform, so payments can be transferred directly to them for the remaining monthly tranches.
One important clarification upfront: There is NO public registration or online application to become a new UPLIFT beneficiary. Beneficiaries are drawn solely from existing government databases.
Qualification Groups
DSWD divided beneficiaries into three groups. Selection is automatic — you don’t apply for a group.
4Ps or Walang Gutom Program Members – Group 1
Group 1 (3.5 million households). Families already enrolled in 4Ps or the Walang Gutom Program. They receive a one-time ₱2,000 credited directly to their existing LandBank or GCash account. No action required.
CBMS Classified as Poor/Near-Poor Households – Group 2
Group 2 (2.5 million households). Poor and near-poor households identified through the 2024 Community-Based Monitoring System (CBMS), but not part of 4Ps. They receive ₱2,000 monthly for six months. The first payout is released manually; the remaining five require digital account enrollment through the G2P Portal.
SSS Members (Low-Income) – Group 3
Group 3 (1.5 million SSS members). Low-income employed workers cross-matched through CBMS and SSS records. To qualify, a member must have a Monthly Salary Credit of ₱20,000 or below, at least one SSS contribution in 2025 or 2026, and an enrolled SSS disbursement account as of April 30, 2026. Payments go straight to the enrolled account; members are notified via My.SSS or registered email.
UPLIFT Cash Aid Benefits: PHP 2000 Grant
The amount and payment schedule depend on your beneficiary group:
- ₱2,000 monthly from July to December 2026 for CBMS-identified households (totaling ₱12,000)
- ₱2,000 one-time grant for existing 4Ps and Walang Gutom households
- Payments sent via GCash, LandBank, SSS accounts, or accredited partner banks
- An estimated 1.2 million Filipinos protected from falling below the poverty line
Why You Cannot Register as a New Beneficiary
DSWD pulls its list exclusively from:
- 2024 CBMS data from the PSA
- 4Ps and Walang Gutom Program rolls
- SSS membership and contribution records
No public sign-up exists for any group. If your name isn’t on the list, it typically means your household didn’t meet the CBMS criteria or wasn’t captured in the data. You can ask your local government unit or DSWD personnel at payout sites to verify your CBMS record — but that’s a records check, not a registration.
Watch out for scams. Anyone claiming they can register you or speed up your inclusion for a fee is not legitimate. Remember: government sites end in .gov.ph, no agency will ask for your OTP, MPIN, or GCash password, and UPLIFT is completely free.
How Beneficiaries Can Enroll and Register for Digital Payout on the G2P Portal
Group 2 households that already received their first manual payout must enroll a verified account to receive the remaining tranches digitally.
- Verify eligibility at the official DSWD eligibility checker.
- Go directly to https://uplift-g2p.dswd.gov.ph — type it yourself, don’t use forwarded links.
- Sign in using eGovPH or BBM Serbisyo.
- Confirm your mobile number matches the one linked to your wallet or bank account.
- Upload a valid ID — clear photo, front and back.
- Review and submit, then screenshot the confirmation details.
- Request disbursement after KYC verification is complete. Funds are released when the disbursement round begins.
If you run into an error, don’t resubmit. Contact DSWD support or your assigned UPLIFT personnel directly.
Accepted Payment Accounts
The UPLIFT G2P Portal is accessible on any browser at https://uplift-g2p.dswd.gov.ph. Enrollment must be completed by the Household Head or a listed Household Member, and the account name must match that person exactly.
