PHILIPPINES: Overseas Filipino workers could eventually receive a separate monthly pension under a proposed law seeking to establish a dedicated retirement fund for OFWs.
Senate Bill No. 252, or the OFW Pension Act of 2025, was filed by Sen. Erwin Tulfo on July 8, 2025.
The Senate’s official legislative record describes the measure as a bill establishing an Overseas Filipino Workers Pension Fund to provide pensions to OFWs.
Recent calls for the measure to move forward have renewed attention on what the proposed pension could mean for Filipinos working abroad.

Proposed Pension Could Reach Php 5,000 Monthly
The proposal seeks to provide a Php 5,000 monthly pension to eligible retired OFWs.
Tulfo has previously described the pension as additional retirement protection for migrant workers, particularly those engaged in manual, skilled and technical occupations.
A counterpart measure in the House of Representatives, House Bill No. 5700, also proposes an OFW Pension Fund and provides for a monthly pension of at least Php 5,000.
This would create a retirement benefit specifically for OFWs rather than simply replacing their existing pension benefits.
Who Could Qualify?
The House counterpart provides a useful picture of the proposed eligibility requirements.
Under HB 5700, an OFW would need to be at least 55 years old upon retirement, have accumulated at least 15 years of overseas employment, and be registered with the Department of Migrant Workers.
However, OFWs should treat these requirements as proposed rules, not current benefits.
The final qualifications could still change as the measures move through Congress.
What OFWs Should Know for Now
OFWs do not need to register or pay anyone to receive this proposed pension at this stage.
Be cautious of social media posts or messages claiming that applications for the Php 5,000 OFW pension have already opened.
For now, overseas Filipinos should watch official announcements from Congress and the Philippine government for any progress on the measure.
