The statement was made on Monday, July 1, during the pre-State of the Nation Address (SONA) Economic and Infrastructure Forum held at the Philippine International Convention Center (PICC) in Pasay City. Pernia shared that the technologies needed for implementing the national ID system or Philippine Identification System (PhilSys) are now being procured.

Philippine Gov’t Gears Up for National ID Implementation

“We are fast-tracking the implementation of the ID system,” said Pernia, as quoted by Inquirer.net. “We are now in the stage of procuring the different technologies that are needed such as the automated biometric information system.”

The NEDA Chief went on to say that that system will be “flawless” and “perfected,” especially since final testing would be conducted later this year.

Pernia explained: “We expect to do multiple final tests between September and December to make sure that the system is flawless; it is perfected before we branch out the registration and enrolment of citizens starting in 2020 and by mid-2022 we should have already enrolled around 105 million Filipinos.”

So far, here is what we know about the upcoming national or PhilSys ID:

  • It will serve as a single proof of identification that would benefit Filipinos both inside and outside the country.
  • It will also be issued to resident aliens in the Philippines who are at least five (5) years old.
  • It will contain the following information: full name, gender, date of birth, place of birth, address, and blood type.
  • It will include biometrics, such as thumb print, iris, and face scanning.

Previously, Philippine Statistics Authority (PSA) National Statistician Lourdines de la Cruz mentioned that initial implementation of the national ID system would take place in September this year — during which six million Filipinos are expected to be registered.

Notably, the new system will prioritize government workers, indigents, and persons with disabilities (PWDs) in several key areas upon implementation.
