UAE Employers Required to Provide Mandatory Health Insurance to their Employees, says MoHRE

MoHRE has clarified how health insurance is linked to UAE work permit services. Employers must provide valid coverage, pay the full insurance cost, and keep the policy active throughout the permit period. The guide does not add new employer obligations.

The UAE Ministry of Human Resources and Emiratisation (MoHRE) has issued a guide explaining how worker health insurance is connected to the issuance and renewal of certain work permits.

The guide covers procedures that are already in place. MoHRE confirmed that it does not introduce new duties or extra requirements for employers.

Under the system, health insurance information is checked electronically when an employer applies for an eligible work permit service. This allows the ministry to confirm the worker’s coverage through its digital platforms.

According to MoHRE, the electronic link is meant to speed up government transactions and make compliance checks easier for businesses.

Valid Policy Required Before Approval

A covered work permit cannot be issued or renewed until the system confirms that the employee has valid health insurance.

The policy must meet the minimum coverage standards approved under the UAE’s health insurance rules. Employers should check the policy details and validity period before submitting a permit application.

Expired, cancelled, or non-compliant coverage may prevent the work permit transaction from being completed.

The guide also states that insurance must remain active throughout the validity of the work permit. Employers cannot cancel a policy during this period if doing so would leave the employee without health coverage.

Employers Must Pay the Full Cost

MoHRE has reminded companies that workers must not be asked to pay any part of the cost of obtaining or renewing the required health insurance.

This means employers are responsible for the applicable insurance expense. It should not be deducted from the employee’s salary or collected through another payment arrangement.

The rule protects both UAE nationals and expatriate workers covered by the system. It also gives employees continued access to medical services while their work permits remain valid.

Nationwide Coverage Began in 2025

Mandatory health insurance was expanded across the UAE on January 1, 2025.

Employers in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah became required to purchase health insurance for private-sector employees and domestic workers as a condition for issuing or renewing residency permits.

For employers, the main message is clear: check the policy early, pay the full cost, and keep the worker covered throughout the permit period.
