New OWWA Center Offers Medical Aid, Services for Filipino Seafarers

The Overseas Workers Welfare Administration and the Department of Migrant Workers formally opened a new Seafarers’ Welfare Center at Monarch Parksuites in Parañaque City, creating a dedicated service hub for Filipino seafarers and their families.

The facility was inaugurated by OWWA Administrator Patricia Yvonne “PY” Caunan and DMW Secretary Hans Leo J. Cacdac. The opening also included the ceremonial signing of a Memorandum of Agreement between OWWA and partner government agencies to strengthen coordination and ensure continuous delivery of services for seafarers.

Built Under the Magna Carta for Seafarers

The center was established in line with the Magna Carta for Seafarers, which directs OWWA to set up welfare facilities in major crew-change ports. These centers serve as service hubs for active seafarers, those between contracts, and those awaiting redeployment.

Administrator Caunan said the facility is open not only to seafarers but also to their families. She highlighted inclusive spaces such as the Pink Area, designed to ensure that women seafarers feel safe and welcome.

She added that the center reflects the President’s directive to make government services more accessible and felt by citizens on the ground.

One-Stop Services and Wellness Support

The Seafarers’ Welfare Center offers a range of facilities and programs, including:

  • A One-Stop Shop for faster government transactions

  • Training and Board Rooms for consultations and capacity-building

  • Alagang OWWA YAKAP at GAMOT, powered by VidaCure, providing free medical consultations and medicines

  • Migrants Brew, a rest area for informal meetings and conversations

  • A Pink Area for women seafarers

  • A Recreation Area with board games to support mental wellness

Secretary Cacdac thanked Filipino seafarers for their continued sacrifice and service, recognizing their role in supporting families, communities, and the national economy.
