Paperwork, long queues, and repeated form-filling may soon be a thing of the past.
The Ministry of Human Resources and Emiratization (MoHRE) has announced major results under the second phase of the UAE’s Zero Government Bureaucracy (ZGB) Program — with some procedures reduced by up to 100 percent through Artificial Intelligence (AI) systems, the Emirates News Agency reported.

What Changed?
MoHRE said advanced AI tools helped eliminate large numbers of required documents, in-person visits, and manual form fields across services for employers, employees, and domestic workers.
In several cases, services now require zero customer visits.
For example:

Issuance of Establishment Card is now processed automatically once a request is submitted to the Department of Economic Development.

Updating the Establishment File is completed instantly after data updates, cutting procedures and documents by 100 percent.
The Ministry also launched the Emirati Work Bundle in Private Sector, integrating services from job search to wage, pension, and insurance registration. This reduced procedures by 95 percent and completion time by 85 percent.

AI Now Handles Millions of Transactions
AI systems are now verifying ID cards, passports, contracts, and work permit data automatically. Completion times were reduced by 95 percent, while audit and data entry time dropped to under one minute.
More than 11 million transactions can now be processed automatically.
Work permit quotas, which once took up to 10 days, are now issued instantly. Around 900,000 quotas were granted between February and October 2025 under the new system.

Domestic Worker Services Simplified
Domestic worker services also saw major changes:

Required form fields reduced from 50 to 16

100 percent of attachments removed for new work permits

Completion time cut from two days to one
Employers can now open domestic worker sponsorship files through the MoHRE smart app without visiting government offices.
What This Means for Residents
The overhaul forms part of the UAE’s broader push toward smart governance and aligns with the UAE National Strategy for Artificial Intelligence 2031.
For employers and workers, this means faster approvals, fewer documents, and less time spent visiting service centers.
MoHRE has encouraged customers to share feedback through its Customer Councils and official channels to help identify further areas for simplification.
As the programme expands, residents can expect more services to move toward fully digital, AI-powered processing — reducing delays and streamlining labour-related transactions across the UAE.
