The Department of Migrant Workers has reminded overseas Filipino workers that one of the most common travel mistakes is assuming the OFW Pass is the only document needed before departure.
In a recent advisory, the agency clarified that securing an OFW Pass does not eliminate the requirement to complete eTravel registration. Both systems serve different functions and are mandatory for smoother airport processing.
“OFW Pass ≠ eTravel. Parehong kailangan para sa maayos na biyahe,” the agency emphasized.
The Common Mistake
Many returning workers believe that once their OFW Pass is generated, they are cleared for international travel. However, this misunderstanding often leads to delays at airline check-in counters or immigration desks.
The OFW Pass is a digital exit clearance issued to qualified Balik Manggagawa. It replaces the traditional Overseas Employment Certificate and applies only to workers returning to the same employer, job site, and country.
Stored on a mobile device, the pass contains employment details and a QR code that airport authorities can scan to verify contract status directly through the DMW database.
But this clearance covers only employment validation.

What eTravel Actually Does
eTravel is a separate online departure and arrival registration system required for most travelers entering and leaving the Philippines.
Accessible through etravel.gov.ph or the eGovPH Super App, the platform replaces the old paper arrival and departure cards. Travelers must submit personal details and flight information online and receive a QR code before flying.
Under current rules:

All arriving passengers must register

Departing Filipino travelers, including OFWs, must also complete eTravel within 72 hours before their flight

Foreign nationals departing are generally exempt
Failing to register can result in longer lines or being asked to complete the form at the airport, which defeats the purpose of digital processing.
Why Both Matter
The OFW Pass verifies employment clearance.
eTravel confirms travel declaration and passenger information.
They are separate checkpoints in the system.
The DMW’s reminder comes as more OFWs rely on digital platforms and mobile clearances. While the shift reduces paperwork and repeated in person processing, incomplete compliance can still cause unnecessary stress.
For OFWs preparing to leave or return to their job site, the rule is simple:
Clear your employment through the OFW Pass.
Complete your travel declaration through eTravel.
Do BOTH before heading to the airport.
