The stopover in Dubai occurred under unusual circumstances, as former President Rodrigo Roa Duterte was transiting en route to the Netherlands following his arrest in the Philippines. FPRRD had been detained after facing charges of alleged violations of international law, prompting his transfer to The Hague for legal proceedings with The International Criminal Court (ICC).

The Philippine government, recognizing the significance of the situation, ensured that his transit was managed with dignity and respect.
