Global Oil Crisis Triggers Urgent Action
The government said the ongoing conflict in the Middle East is affecting oil shipments, especially through the Strait of Hormuz, a key global route.
This disruption is causing:
- Rising fuel prices
- Supply risks worldwide
- Pressure on countries like the Philippines that import most of their fuel
Officials confirmed that early warning signs appeared as early as February 28, prompting emergency planning.
EO 110 Activates Whole-of-Government Response
Through Executive Order 110, the government launched UPLIFT or the Unified Package for Livelihoods, Industry, Food, and Transport.
Key actions include:
- Fast-tracking fuel imports and payments
- Monitoring supply of fuel, food, and medicine
- Preventing hoarding and price manipulation
- Ensuring transport, healthcare, and utilities continue
A national committee led by the President will oversee the response.
OFWs Top Priority in Crisis Response
The President stressed that Overseas Filipino Workers (OFWs) are a top concern.
Recent updates show:
- Over 2,000 OFWs repatriated from conflict areas
- More than 16,000 OFWs assisted with food, shelter, and transport
- Charter flights increased based on local conditions
Strong ties with Middle East countries continue to support OFW safety.
Relief Measures for Daily Living
To ease the impact of high fuel prices, the government announced immediate support:
For commuters:
- Free rides in selected routes
- 50% discount on MRT-3 and LRT-2
- Lower airport and travel fees
For drivers:
- Cash aid for 120,000 tricycle and TNVS drivers
- Toll discounts for public transport
For food and essentials:
- Expansion of the ₱20 rice program
- Continued operation of Kadiwa stores
- Fuel and fertilizer aid for farmers and fishers
- No price increase commitment from some manufacturers
- Expanded Aid Under Energy Emergency
The government also plans to support over 1.44 million drivers and transport units, alongside expanded programs like TUPAD and service contracting.
Authorities may also step in to manage electricity supply and pricing if needed.
