RTA Awards Phase II Contract for Hessa Street Upgrade

Dubai’s Roads and Transport Authority has awarded the contract for Phase II of the Hessa Street Development, marking the next stage of a major road expansion project aimed at easing congestion across key residential districts.

The upgrade will cover a three-kilometer stretch between Al Khail Road and Sheikh Mohamed bin Zayed Road.

It includes the construction of bridges extending 8,835 meters in total and a 480-metre tunnel, along with improvements to entry and exit points on connecting roads.

Capacity to Double Along Busy Corridor

According to RTA, the project will double Hessa Street’s capacity from 4,000 vehicles per hour to 8,000 vehicles per hour. The corridor currently handles around half a million trips daily.

Once completed, travel time along the stretch is expected to drop sharply from 24 minutes to just five minutes.

The development serves 10 residential and development areas, benefiting an estimated 650,000 residents.

Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors of RTA, said Phase II complements Phase I, which is set for full completion in the first quarter of 2026.

Phase I Opening in April

RTA confirmed that Phase I of the Hessa Street Development will open in April. That phase includes newly completed bridges, upgraded intersections and dedicated cycling tracks.

Phase II builds on those improvements by targeting bottlenecks along the corridor between two of Dubai’s major highways.

The authority said the project is part of broader efforts to improve traffic flow, reduce delays and enhance connectivity between residential communities and key road networks.

What Motorists Should Expect

Construction timelines for Phase II have not yet been detailed, but motorists using Hessa Street between Al Khail Road and Sheikh Mohamed bin Zayed Road should expect continued development activity in the coming months.

For residents living in surrounding communities, the expansion is expected to ease daily congestion once completed, particularly during peak commuting hours.

With capacity set to double and journey times projected to drop significantly, the project represents one of the larger road infrastructure upgrades currently under way in Dubai.
