The Zero Bureaucracy Program directs all federal ministries and government entities to remove at least 2,000 unnecessary procedures, cut processing times by at least 50%, and get rid of redundant requirements entirely. This reform supports the UAE’s long-term Vision 2031, which focuses on digital transformation, efficiency, and quality of life.
The initiative is rooted in leadership direction from His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, who stressed that government services should serve the public with minimal hurdles.
Ministry of Finance Leads Innovation and Feedback Efforts
Under the national program, the Ministry of Finance has launched several efforts to encourage both the public and employees to take part in the reform. These include Customer Councils, innovation workshops, and the Sadeed Competition, which invites people to submit ideas that simplify government processes and enhance service quality.
The Ministry is also collecting direct feedback through consultations and engagement sessions to help co-design solutions that reduce friction, unnecessary steps, or extra documentation in public services. Officials say this community partnership approach is key to making procedures truly user-friendly.

Across multiple government bodies, the Zero Bureaucracy Program is already showing results. Some services that once took days or weeks are now being redesigned to take minutes thanks to digital platforms and smart systems. For example, enhancements in labor and tax services have cut steps and waiting times dramatically, while AI and automation are speeding up complex processes.
