Car Damaged by Heavy Rain? Dubai Issues Certificates Online

DUBAI: Dubai Police has introduced a faster and easier way for residents to get official documents if their vehicle is damaged by bad weather.

Through its website and mobile app, motorists can now apply online for a “To Whom It May Concern” certificate. This document is often needed for insurance claims and other legal processes.

Easier Process for Affected Drivers

Before, getting this type of certificate could require visiting offices. Now, the process is fully online.

Drivers only need to:

  1. Open the Dubai Police app or website
  2. Go to Certificates Package
  3. Select Request a Certificate
  4. Choose Natural Disasters (TWIMC)
  5. Upload photos of the damaged vehicle

Once submitted, the certificate is usually released within one working day.

Why This Matters for Residents

The UAE has been facing prolonged unstable weather for nearly a week, with heavy rain, thunderstorms, strong winds, and road flooding affecting Dubai, Abu Dhabi, Sharjah, and the Northern Emirates. This has led to traffic disruptions, reduced visibility, hail in some areas, and flash‑flood conditions.

Because of these, many residents are experiencing:

  • Flooded roads and water accumulation in low‑lying areas
  • Vehicle damage from rain, hail, or debris
  • Accidents caused by slippery roads and low visibility
  • Temporary road closures and reduced speed limits

When vehicles are damaged during severe weather, insurance companies often require official documentation to process claims. This is where the Dubai Police “To Whom It May Concern” certificate becomes essential — it serves as formal proof that the damage occurred due to weather conditions.

This new service helps residents:

  1. Save time
  2. Avoid long lines
  3. Get documents quickly

It also reduces stress during already difficult situations.
