For Filipinos in the UAE, please take note that there’s a new requirement in getting a work visa permit. In pursuant to Cabinet Decree No. 1/8 of 2017, all aspiring foreign workers must obtain a Good Conduct & Behaviour Certificate from their home countries.
In the Philippines, the Good Conduct Certificate is equivalent to the “No Criminal Record” issued by the National Bureau of Investigation (NBI). If you are in the UAE and you need this document to secure a work visa permit, keep on reading to know the steps and requirements.
Pinoy Worker’s Guide to Getting a Good Conduct Certificate
The Good Conduct Certificate is basically the “No Criminal Record” or NBI Clearance issued to Filipinos, often for work purposes. For this to be approved in the UAE, it must be authenticated by the Department of Foreign Affairs (DFA) and the UAE Embassy in Manila, Philippines.
Just recently, the Philippine Embassy in the UAE issued Public Advisory No. 03-2018, which provides instructions on how to obtain a Good Conduct Certificate. While you are applying for it in the UAE, you need to assign an authorized representative in the Philippines as well.
For Filipinos in the UAE, here are the requirements and procedure for obtaining a good conduct certificate:
Required Documents
- Accomplished Special Power of Attorney (SPA)
- Original & photocopy of NBI application form w/ fingerprint specimen & signature of police officer
- Two (2) 2×2 ID photos with white background
- Four (4) copies of applicant’s passport identification page
Procedure
#1 – Go to the office of the Philippine Consulate General or Philippine Embassy in the UAE.
#2 – Request for an NBI Clearance Application Form (NBI Form No. 5).
#3 – Fill up the form and go to the nearest police station to have your fingerprints taken.
#4 – Apply for a Special Power of Attorney (SPA) to authorize your representative in the Philippines.
#5 – Follow the steps provided in the procedure slip attached to NBI Form No. 5, except for Step 7.
#6 – Return to the Philippine Embassy to have NBI Form No. 5 notarized.
#7 – Return to the Philippine Embassy on the indicated release dates to claim NBI Form No. 5 and SPA. Send these via courier to your representative in the Philippines.
Your authorized representative will be the one to submit your form to the NBI. Once your NBI Clearance is released, he/she shall have it authenticated by the Department of Foreign Affairs (DFA), and then attested at the UAE Embassy in Manila, Philippines.
