The Philippine Consulate General in Dubai has reminded overseas Filipinos in the UAE that essential civil registry documents issued by the Philippine Statistics Authority (PSA) remain accessible online through authorized government platforms.
In a recent advisory, the consulate said Filipinos who urgently need documents such as birth, marriage, or death certificates can request them without visiting a PSA office in the Philippines. Certificates of No Marriage and Certificates of No Death are also included in the online services currently available.

According to the advisory, requests should be made through PSA Helpline, which is the PSA’s only authorized third-party provider for online civil registry applications and delivery. Applicants may choose to receive a digital copy of their document by email or request a physical copy sent through international courier services to their UAE address.
For Filipinos who need authenticated documents for official use abroad, the Department of Foreign Affairs continues to accept applications through its e-Apostille system. Apostilled documents are issued digitally and sent directly to the applicant’s email, removing the need for in-person processing.
The consulate also clarified that all online requests and deliveries for PSA civil registry records should be coursed exclusively through PSA Helpline. Filipinos are advised to avoid unverified platforms or fixers offering similar services online.
Meanwhile, the PSA’s Serbilis platform remains temporarily unavailable. The system has been offline since November 10, 2025, due to ongoing upgrades, and authorities have not yet announced when services will resume.
For overseas Filipinos in the UAE, the advisory serves as a reminder that legitimate online options are in place for urgent civil registry needs. Updates on platform availability and service changes are expected to be announced through official PSA and consulate channels in the coming months.
