Step 1: Book a Report of Birth appointment
Parents must first secure an appointment for a Report of Birth at the Consulate. This step is required before a child can apply for a Philippine passport overseas.

Step 2: Prepare complete requirements

- For children one year old and above, parents must wait for the original PSA issued Report of Birth before moving forward. The document can be requested through the Philippine Statistics Authority. Once available, parents may proceed to the Encoding Section to finalize the passport application.
