MANILA: Filipinos who need to correct errors in their civil registry records may soon experience a faster process after the Philippine Statistics Authority launched a new digital system for administrative petitions.
The system is called the Administrative Petition for Correction Automated System, or Apcas. It was launched to help process correction requests covered by Republic Act No. 9048 and Republic Act No. 10172.
For many Filipinos, even a small error in a birth certificate or civil registry record can cause problems when applying for a passport, visa, job, school record, or government benefit.

What Can Be Corrected Under the System?
Apcas covers petitions allowed under existing laws.
Under RA 9048, the civil registrar may correct clerical or typographical errors. The law also allows changes to a person’s first name or nickname.
This was later expanded through RA 10172, which allows corrections in the day and month of birth, as well as the sex of a person, if the error is clerical or typographical in nature.
This means the process does not cover every kind of change. Some corrections may still require legal steps, depending on the case.
PSA Says Processing Time Can Drop Sharply
According to PSA, Apcas is expected to reduce processing time by at least 80 percent.
The system may support up to 180,000 requests every year, helping local civil registry offices handle petitions more efficiently.
This is important because civil registry corrections often take time, especially when records need to move between local offices and national agencies.
Pilot Run Started Before Full Launch
Apcas was first piloted in 2024 in selected regions.
As of April 2026, the system had already processed nearly 6,000 petitions across 201 local civil registry offices, also called LCROs.
The wider launch signals PSA’s move toward more digital and faster civil registration services.
