PHILIPPINES: Overseas Filipino workers who want to start or grow a business may get better support after the Overseas Workers Welfare Administration and the Department of Trade and Industry, through Small Business Corporation, signed a new agreement to improve loan facilitation services.

The Memorandum of Agreement was formally signed on May 18 at the DTI Filinvest Building in Makati City.

The partnership aims to make it easier for OFWs to access livelihood and business support programs, including the OFW Negosyo Fund.

What the New Agreement Aims to Fix

Many OFWs want to use their savings for business, but the process can feel confusing.

Some workers do not know where to ask. Others are unsure which office handles referrals, loan information, or business support.

Through the new agreement, OWWA and DTI-SB Corp aim to improve the referral process across key service points, including:

  • OWWA Regional Welfare Offices
  • DTI-SB Corp Regional Offices
  • Negosyo Centers
  • Provincial Help Desks
  • Reintegration Centers

This means OFWs may have clearer places to ask for help when they need guidance on livelihood loans.

Regional Offices to Play a Bigger Role

The agreement also focuses on strengthening regional offices.

This is important because many returning OFWs do not live near national government offices in Metro Manila. Some are based in provinces, while others depend on nearby OWWA or DTI service points for help.

With stronger coordination, regional teams are expected to provide faster and more organized assistance to OFWs who want to apply for business support.

Officials Back Stronger Reintegration Support

OWWA Administrator Patricia Yvonne “PY” Caunan led the opening remarks during the signing.

Department of Migrant Workers Secretary Hans Leo J. Cacdac and DTI Secretary Ma. Cristina Roque also gave messages of support for the partnership.

Their support points to a wider government effort to help OFWs prepare for life beyond overseas work.
