PHILIPPINES: The Civil Service Commission (CSC) has approved a new benefit for overseas Filipino workers. Under CSC Resolution No. 2600596, qualified OFWs can receive additional points in the Civil Service Examination.

This applies starting with the August 9, 2026 exam schedule.

The goal is simple. Recognize the skills and hard work of OFWs and give them a better chance to enter government service.

How the OFW Preference Rating Works

The program is called the OFW Preference Rating or OFW PR.

Here is how it works:

  • If you take the Civil Service Exam and score at least 70, but still fail
  • You may receive extra points based on your work experience abroad
  • These added points can help push your score into the passing mark

The final details will follow official CSC guidelines.

Who Can Apply for This Benefit

This new rule covers a wide range of OFWs:

  • Those currently working abroad
  • Those who worked abroad in the past
  • Those already hired but not yet deployed

It does not matter what country you worked in, your job type, or your salary level.

Basic Qualifications You Must Meet

To qualify for the extra points, you must:

  1. Have at least 5 years total overseas work experience since January 1, 2000
  2. This can be continuous or not
  3. Take the Civil Service Exam starting August 9, 2026 or later
  4. Get a minimum score of 70, even if you do not pass

If you meet these, you may be eligible for the preference rating.

Why This Matters for OFWs

Many OFWs want to return home and work in government. But passing the Civil Service Exam can be tough.

This program gives a fair advantage by recognizing:

  • Years of experience abroad
  • Work discipline and performance
  • Sacrifices made for family and country

It opens a new path for OFWs to serve as public workers.
