The Community Development Authority (CDA) of Dubai denies the authenticity of a circular being shared on social media regarding “new communication regulations.” These measures, specifically related to phone conversations and the use of platforms such as WhatsApp, Twitter and Facebook, are entirely fabricated.

The CDA is responsible for setting up and developing a framework for social development. Rumours with its letterhead went viral on social media mentioning of new communication rules saying:
All calls are recorded.
All phone call recordings saved.
WhatsApp is monitored
Twitter is monitored.
Facebook is monitored.
All social media and forums are monitored.
