DUBAI: Dubai is preparing to develop a smart medical visa that could make treatment travel easier for overseas patients.
The plan is part of a new partnership between the General Directorate of Identity and Foreigners Affairs in Dubai and the Dubai Health Authority. The two government entities signed a Memorandum of Understanding on Tuesday, June 2, to improve how international patients apply for medical visas and access healthcare services in Dubai.

One Connected System for Medical Visitors
The smart medical visa is expected to support a more connected patient journey.
Instead of patients dealing with visa, hospital, insurance, and follow-up steps separately, Dubai wants to create a smoother system that links these services together.
This could help overseas patients prepare before arrival, continue treatment in Dubai, and receive post-treatment support after their medical procedure.
Officials said the goal is to improve the full healthcare travel experience, not just the visa application itself.
Faster Coordination Between GDRFA and DHA
A key part of the agreement is stronger electronic integration between GDRFA Dubai and DHA systems.
This means both entities will work on digital coordination so services can become more efficient for medical visitors.
The agreement also supports better connection with the health insurance ecosystem. It will also help members of the Dubai Health Experience network submit medical visa applications more smoothly for patients coming from outside the UAE.
Dubai Health Experience is the emirate’s platform for promoting Dubai as a healthcare and wellness destination.

Medical Tourism Beyond Hospital Treatment
Dubai officials said health tourism is not only about getting treated in a hospital or clinic.
It also includes easy access, clear procedures, quality care, recovery, and follow-up support.
Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai, said the partnership supports Dubai’s vision for integrated and innovative government services.
Dr. Alawi Sheikh Ali, Director General of DHA, said health tourism should be seen as a full human experience, where patients receive support throughout their journey.
