PHILIPPINES: The Philippines and Paraguay are looking at wider cooperation in trade, agriculture, renewable energy, and travel after signing three agreements during a historic state visit in Manila.

President Ferdinand Marcos Jr. welcomed Paraguayan President Santiago Peña Palacios at Malacañan Palace on Monday, May 11, 2026. The visit marked the first presidential exchange between the two countries since they established diplomatic relations on December 12, 1962.

Three Agreements Set the Starting Line

The two governments signed a Visa Waiver Agreement for ordinary passport holders, a business cooperation agreement, and a diplomatic training agreement.

The business agreement was signed between the Philippine Chamber of Commerce and Industry and Paraguay’s Investment and Export Network, also known as REDIEX. It aims to help connect businesses from both countries and open more commercial discussions.

The visa-waiver deal is expected to allow short visa-free stays for ordinary passport holders once it takes effect. However, Filipino travelers should wait for official rules, including the allowed length of stay and start date.

Philippine Food Exports Get Early Attention

Marcos said he raised the possible export of Philippine tuna, sardines, milkfish, and other products to Paraguay. This could give local producers another market outside Asia and help build awareness of Philippine goods in South America.

Agriculture was also discussed as a key area of cooperation. This matters because both countries have strong food sectors and may find ways to trade products, share knowledge, and support agribusiness links.

Asia Meets Latin America Through Two Gateways

Marcos described the Philippines and Paraguay as countries that can help connect two regions. He said the Philippines sees itself as a gateway to Asia, while Paraguay can serve as a gateway to Latin America.

This idea could become important for companies that want to reach new markets but need reliable partners, trade networks, and local contacts.

Both leaders also discussed regional developments. The Philippines is preparing for its ASEAN Chairmanship in 2026, while Paraguay is set to lead MERCOSUR, the South American trade bloc.

Beyond Ceremony, A Long-Term Partnership

The visit was more than a formal event. Marcos said both sides talked about short-term and long-term goals, including trade, investment, agriculture, renewable energy, and stronger diplomatic cooperation.

He also expressed hope that President Peña’s visit would be the start of a deeper friendship between the Philippines and Paraguay.

For ordinary Filipinos, the immediate impact may be travel access once visa-waiver rules are finalized. For businesses, the bigger story is the opening of a new bridge between Asia and Latin America.
